Orkhan Rasim Isayev was born in 1987 in well-educated family. In 1994-2001 he studied at the secondary school No. 9 in Baku, and in 2001-2005 he studied at lyceum № 5 with the chemical and biological bias. In 2005, he entered the Faculty of I General medicine of Azerbaijan Medical University (AMU) and in 2011 graduated from it with honors.

In 2009-2011 Orkhan Isayev worked as a chairman of the youth student organization AMU and was a member of the board of the Union of Youth Student Organizations of Azerbaijan. In 2009-2010 he worked as a laboratory assistant at the Institute of Information Technologies of ANAS (the Research institute of the National Academy of Sciences of Azerbaijan).

In 2011 he entered the doctoral studies at the University of Heidelberg in the Federal Republic of Germany, conducted research in the field of stem cells in the research group Molecular Cancer Surgery and in 2014 defended his thesis. On the decision of the Higher Attestation Commission under the President of the Republic of Azerbaijan on January 13, 2016, he received the degree of Doctor of Philosophy in Medicine.

In 2015-2016 Orkhan Isayev worked as a junior researcher in the Scientific Research Center of AMU. On the 24th of November in 2016, he was selected as an assistant in the Department of Histology, Embryology and Cytology of AMU through the competition and still holds the same position.From 2017 to 2019, he worked as a deputy dean in the dean's office for work with foreign students, and then as a dean. Since March 2019, he has been Vice-Rector for International Relations at AMU.

By the decision of the Higher Attestation Commission under the President of the Republic of Azerbaijan dated January 30, 2018, he was awarded the title of associate professor of the Department of Cell Biology, Cytology and Histology.

Orkhan Rasim Isayev is the executive secretary of the scientific and practical journal of the Ministry of Health of the Azerbaijan Republic. He is a member of the German stem cell network.
